SPECIFIC DUTIES AND RESPONSIBILITIES

Facilities Management

NEA Member Benefits is looking for an experienced individual who will provide facilities and property management for our 76,000 square foot facility located in Gaithersburg, Maryland and will head up our Office Services team. This well-organized professional must be able to work independently, successfully handle multiple responsibilities, possess excellent communications and project management skills, and will report directly to executive management.

Manage the acquisition, installation, operation, maintenance and disposition of building systems. Assess the facility’s need for building systems, monitor and evaluate how well building systems perform organization’s goals.

Conduct capital repair/replacement planning and implementation. Develop facility plans. Interpret the overall business goals and the corporate strategies used to accomplish those goals. Develop, maintain and evaluate long, interim and short-term facility plans.

Manage developmental efforts of facility services to make innovative improvements in facility services. Investigate ways to improve facility services. Conduct cost/benefits analysis on products or equipment.

Develop and implement practices that promote and protect health, safety, security, the quality of work life, the environment and organizational effectiveness. Assure the facility and its operations comply with laws and regulations. Provide training to maintain the safe and effective use of the facility.

Plan and manage all phases of construction, renovation, relocation or other projects. Define the scope of the project. Develop the project plan and generate alternative strategies. Develop bid specifications and implement bid and selection process. Coordinate project tasks, monitor the project and evaluate the results of the project. Communicate project status and results to executive management.

Perform the Property Management function or manage outside Property Management relationship. Manage any personnel assigned to a facility task, including the Building Engineer.

Manage and implement the real estate planning process and assets. Evaluate and recommend actions on real estate options and alternatives. Manage the real estate lease portfolio. Maintain real estate documents. Evaluate the effects of proposed real estate changes on different business units.

Office Services management

Manage the Office Services staff. Plan staffing needs and requirements, hire, contract, reassign, retain and terminate staff. Coordinate personnel assignments. Coordinate work performed as contracted services. Conduct employee performance reviews. Support personnel development and provide leadership.

Manage the delivery of various corporate services for the company such as copying, office supply procurement, reception, staff office and conference room configurations.

Manage the day-to-day fulfillment and data entry operations for NEA MB, MIT & SEIU.

Manage the acquisition, installation, operation, maintenance and disposition of furniture and equipment. Establish standards, policies and procedures for the purchase of furniture and evaluate the furniture and equipment performance. Manages the inventory and utilization for office furniture and space.

As technology, advances have impacted various office services and equipment, computer integration is part of various equipment and services. Therefore, in providing services such as telecommunications, video conferencing, and other audiovisual equipment for staff, it requires close coordination with the Information Services department. In recognition of the above, the incumbent coordinates with staff and the Information Services department the provision of telecommunications, video conferencing, and other audiovisual services and equipment.

General and Financial Management

Manage the finances of the office and facility. Analyze financial information. Prepare and manage the budget. Monitor revenues and expenditures to contain costs. Identify and implement efficiencies in operations. Review and approve invoices in accordance with contracts.

Communicate effectively by offering clear directions, listen actively, communicate in writing and conduct effective meetings.

Negotiate for services, resources, information and commitments.

SCOPE AND IMPACT OF PROGRAM/PRODUCT MANAGED

Plans, organizes, and manages the activities of the Office Services and Facilities Unit of the NEA Member Benefits Corporation (MB). Responsibilities include management of the unit, the MB office space, security and coordination with property management firm for services they could provide. Provides all necessary services and tele-media equipment to effectively operate the organization and facility. Supervises the Operations staff, and manages the Office Services and reception functions for the organization. Supervises the Facilities Assistant, Coordinator of Office Services, and Receptionist/Office Services Assistant. Plan and assign work, screens, interviews, and hires staff, provides training and assistance, and evaluates performance. Provides motivation, direction, and guidance to staff with respect to their position responsibilities through informal discussions, regular meetings, scheduled performance reviews, and manages projects to completion. Develops and monitors budget and approves expenditures for the unit, as well as organizational expenses. Approves expenditures for organizational operations. Reports variances to Chief Financial Officer.

The work has an impact on all MB operations.

KNOWLEDGE REQUIRED

  • Bachelors Degree in a relevant field.
  • Professional Certification from International Facility Manager Association preferred.
  • Knowledge of facilities management and tenant relations and ability to develop and administer procedures in these areas.
  • Experience in writing and evaluating proposals and reports.
  • Five years experience in office operations
  • Five years experience in facilities management.
  • Three years experience managing a staff.
  • Three years experience developing and monitoring a budget.
  • Excellent planning and organizational skills. Ability to develop a comprehensive plan, evaluate company needs, determine operational strategies, and follow through to conclusion.
  • Excellent written and verbal communication skills.
  • Basic knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)

OTHER POSITION CONSIDERATIONS

This position may work outside normal business hours to address facility needs at non-work scheduled hours (e.g. weekends, after or before scheduled business hours, scheduled holidays or scheduled building closure) to minimize the impact to the normal business environment or when emergency repairs and maintenance are required.

Some travel may be required.Exempt position.
