1. Lead the Human Resources Department including:

a. Ensure effective and efficient talent acquisition practices to fill open positions with quality candidates in a timely fashion.

b. Partner with JVS team to resolve sensitive employee relations issues in accordance with agency needs and policy guidelines.

c. Provide strategic partnership to the CEO, COO, and other leaders regarding human capital issues.

d. Work in partnership with the leadership team to provide compensation and benefit’s packages that are competitive while responsive to budgetary parameters.

e. Staff the Personnel Committee of the Board of Trustees and provide data to the Board as needed.

2. Lead HR Solutions Group including:

a. Maintain a staffing model that utilizes contingent resources and results in minimal fixed costs while maximizing the ability to deliver services.

Ensure compliance of personnel policies and practices for HRSG clients and recommend changes in light of current legislation.
c. Market HR Solutions Group services to prospective customers to ensure budgetary goals are met.

d. Coordinate services for existing customers to ensure the quality of services to meet customer’s expectations. Resolve issues that may arise.

e. Negotiate contracts/pricing for prospective customers.

f. Perform consulting services as required by the contract.

g. Perform continuous quality improvement of activities to ensure services rendered through HR Solutions Group meet highest standards of business practices.

h. Work with Agency’s Marketing/Communications department to promote services through written materials and other avenues as deemed appropriate.

3. Hire, recruit and retain designated staff. Complete written performance evaluations as required.

4. Responsible for EEO and affirmative action compliance.

Work assignments will involve travel throughout the metropolitan area to multiple locations.


Bachelor's degree in human resource development, personnel administration or related field required. Master's degree or advanced certification preferred. Knowledge of HRIS required. A minimum of 15 years of HR experience with increasing responsibility, including at least 5 years leading teams. Interpersonal skills to effectively communicate with Board of Trustees, public and staff. Composition skills sufficient to prepare required communications and reports.
