The Marin County Department of Finance
 is responsible for the powers and duties of the offices of the auditor, controller, tax collector, treasurer, and public administrator. We serve as a collaborative partner and fiscal advisor to the County government in their consideration of fiscal decisions and planning. We strive to inspire and elevate public trust in County government by safeguarding the County’s financial integrity, advocating and implementing best practices, and ensuring compliance with mandates and fiduciary responsibilities.

 


The Department of Finance is currently seeking two (2) experienced Accounting Unit Manager professionals in the areas of Accounting and Fiscal Administrative Services.


The ACCOUNTING MANAGER reports to the Accounting/Payroll Division Chief, directly manages 5 staff members, and frequently engages with fiscal officers throughout the County’s 22 departments on fiscal matters to ensure annual reporting requirements are met. They are responsible for the day-to-day accounting operations of the County and oversees annual financial reporting activities, general ledger reconciliations, cost accounting, and integrity of the of the County’s financial system and fiscal structure. This position will lead the team in preparing complex financial reporting for the County, including: the State Controller’s report; the Annual Comprehensive Financial Report (ACFR); and the Popular Annual Financial Report (PAFR). 

The FISCAL ADMINISTRATIVE SERVICES MANAGER reports to the Fiscal Administration Services Division Chief and oversees the general operations of the department as well as the operating budget, and all employee-related activities, including record maintenance, payroll processing and recruiting. In addition, this position will supervise staff supporting various modules of the financial system; cost accounting functions; countywide budgetary controls and processes; and countywide travel processing. They are responsible for all assigned staff and activities within the division, including performance management and annual reviews. They play an integral role in developing, managing and upholding County-wide fiscal processes, policies and initiatives that affect the department, other County departments and external agencies; they anticipate and utilize various tools and techniques to resolve complex issues which may affect other divisions, departments and the public by providing specific recommendations and utilizing best practices to optimize outcomes.

Our ideal ACCOUNTING MANAGER will bring a wealth of knowledge and experience in governmental accounting practices and principles, as well as a demonstrated proficiency in working with integrated financial systems. They will have direct experience with complex financial reporting, Project Ledger, Budgeting, Grants. The successful candidate is adept at process mapping and improvements; policy interpretation, application and documentation; and is highly motivated to produce optimal results for their unit and for the County. The successful candidate is a strong leader that thrives in a collaborative team environment; provides outstanding customer service and seeks out ways to develop their team for future opportunities within the department. The selected candidate will also have excellent written and oral communication skills and champion a customer service focus within their team.


Our ideal FISCAL ADMINISTRATIVE SERVICES MANAGER will have proven experience in more than one of the core program areas within the division, i.e.: fiscal and employee administration, billing, budget control and/or cost accounting.


The ideal candidate will also have:

  • Extensive administrative, payroll, and fiscal experience in a fast-paced governmental service environment.
  • Experience in researching, interpreting and articulating governmental rules and regulations.
  • Excellent communication skills with the ability to develop and document policies, procedures and processes.
  • The ability to be organized, dependable, flexible and customer-focused; and can proactively recommend changes to policies, procedures and technology solutions.
  • Experience successfully working with internal and external clients to achieve programmatic goals and objectives.
  • Disaster cost recovery and grants management are also highly desirable.

These positions are located on-site reporting to the Marin County Civic Center building in San Rafael, CA. A flexible hybrid schedule may be available after successfully completing the first six (6) months of the probationary period.

Typically, equivalent to graduation from a four-year college or university with course work in accounting, economics, business administration or a field related to the work AND three years of professional experience related to the area of assignment, preferably in the public sector. At least one year of experience must have included lead or supervisory responsibility.


Additional experience as outlined above may be substituted for the education on a year for year basis, up to two years.



Certificates and Licenses

Possession of a Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) certificate is desirable.
