Description
The GIS/Business Analytics Administrator is responsible for the technical management and maintenance of the City’s Geographic Information Systems (GIS) and spatial data, as well as integrating the city’s departmental and enterprise software to enhance business operations, efficiencies, and reporting initiatives. Under the supervision of the Information Technology Director, this position is responsible for leveraging data analytics tools to support operational decision-making across departments and maintaining citywide GIS databases. The Administrator collaborates with external public entities as well as internal city departments to engage the public through interactive GIS-based communication and utilizing emerging technologies, including Artificial Intelligence (AI)-enhanced data visualization platforms.
Requirements
ESSENTIAL DUTIES AND RESPONSIBILITIES
Maintains and Supports City GIS Programs and Projects
- Maintain and administer the Enterprise GIS systems.
- Collaborate with internal departments such as Public Works, Community Development, Police, and Administration, as well as external agencies, consultants, and regional partners.
- Ensure the accuracy, accessibility, and consistency of spatial data and maps to support planning, permitting, asset management, emergency response, and field operations.
- Develop and maintain GIS web applications and interactive public tools to enhance transparency, community input, and engagement in City planning and infrastructure projects.
- Train and support staff in GIS tools, applications, and data workflows.
- Create user guides and provide one-on-one and group training to strengthen GIS competency across City departments.
- Support integration between GIS with other systems, including asset management (e.g., Cartegraph), permitting, SCADA, and other operational tools.
- Explore and implement AI and machine learning applications to improve data classification, automate analysis, and enhance decision support capabilities.
- Perform occasional field work to collect primary data, verify existing geospatial information, conduct surveys, or support off-site end users or City property connections.
Business Analytics, Integration, and Visualization
- Design and conduct software analysis to support strategic decision-making for internal stakeholders and public-facing initiatives.
- Assist in developing a data warehouse from which to pull integrated reports, create dashboards, maps, reports, and visualizations to communicate insights.
- Collaborate with IT staff and vendors to integrate data from GIS, enterprise systems, and external sources using APIs and data analytics software to ensure seamless access to data across platforms.
- Perform other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of business intelligence tools and data analytics (e.g., Power BI, Tableau, ArcGIS Dashboards) for spatial and non-spatial data visualization and reporting;
- Proficiency in ESRI ArcGIS online and/or Portal administration (ArcGIS Pro, ArcGIS Online, Field Maps, Story Maps, etc.);
- Familiarity with AI/ML tools applied in GIS (e.g., predictive analysis, automated classification);
- Experience with GIS data structures and geospatial databases; proficiency in SQL, Python scripting, and ModelBuilder for automation and analysis;
- Understanding of data warehouse concepts and integration of GIS with enterprise data systems via APIs and ETL (Extract, Transform, Load) processes;
- Knowledge of asset management and work order systems (e.g., Cartegraph);
- Ability to work both independently and as part of a team;
- Ability to maintain consistent and timely in-person attendance to support the work of the team;
- Ability to communicate effectively, both verbally and in writing, to a variety of audiences;
- Ability to interact with a wide variety of people/personal styles, demonstrating tact, courtesy, and respect;

MINIMUM QUALIFICATIONS
Education: Bachelor’s degree in Information Systems, Business Management, GIS, Geography, Urban Planning, Computer Science, Engineering, or a related field. Certification in GIS strongly preferred. Master's degree a plus.
Experience: Minimum five (5) years of increasingly responsible experience in GIS administration and data analysis. Experience in municipal or utility GIS systems preferred.
An equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities may be considered.
Washington State Driver's License required or the ability to obtain within 6 months of hire.
