General Functions:
The Payroll Manager oversees and manages Cook Inlet Tribal Council's (CITC's) payroll functions to ensure accurate and timely processing in accordance with municipal, state, and federal regulations. This position leads the payroll team in maintaining compliance and delivering exceptional service to employees while optimizing payroll systems and processes. Working in partnership with our people, the Payroll Manager develops opportunities that fulfill our endless potential by ensuring employees receive accurate compensation for their contributions to CITC's mission. The role requires strong leadership abilities, extensive payroll knowledge, and dedication to maintaining the highest standards of accuracy and confidentiality.
Duties and Responsibilities:
Payroll Manager
Supervise, train, and mentor payroll staff to ensure high levels of performance and accuracy within the payroll team.
Oversee the preparation, processing, and distribution of payroll for all employees, ensuring accuracy, timeliness, and compliance with relevant laws.
Stay current with changes in tax laws, employment regulations, and labor laws to ensure the payroll department remains compliant.
Oversee the implementation and maintenance of payroll systems and software, ensuring data integrity and troubleshooting processing issues.
Prepare and submit required payroll reports to management, including payroll-related analysis, statements, and projections.
Work with payroll provider to prepare quarterly payroll earnings, taxes, deductions, leave, retirement, and benefit summary reports and filings.
Collaborate with department managers to plan and implement solutions to payroll-related issues.
Oversee payroll processes, maintenance of records, and compilation of reports from the accounting database.
Assist the team and respond to employee inquiries regarding payroll issues, deductions, and other payroll-related concerns.
Maintain data continuity between payroll and accounting systems.
Act as backup for payroll staff to ensure continuous operations.
Perform all related duties as needed and assigned.
Senior Payroll Manager
Perform all duties and responsibilities of a Payroll Manager with an advanced level of knowledge and proficiency.
Lead continuous improvement initiatives within the payroll department to streamline processes, reduce errors, and improve payroll accuracy.
Evaluate payroll processes regularly to identify opportunities for automation, cost savings, and increased efficiency.
Supervise, mentor, and develop payroll managers and staff, ensuring high standards of performance, accuracy, and timeliness.

Ability to always maintain confidentiality.
General knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.

Requirements
Minimum Qualifications:
Continued employment is contingent upon completion of a satisfactory state and federal fingerprint criminal background check.
Payroll Manager
Bachelor's Degree in Accounting, Finance, or related field. Relevant experience may substitute for the education requirement on a year-for-year basis.
Two (2) years of supervisor or management experience.
Three (3) years of experience in all relevant multi-state payroll processing activities, data entry, timesheet certification, preparation of vouchers, compilation, and distribution.
Three (3) years of experience in all relevant post-processing payroll activities, including system maintenance, reviewing data entry, reconciliation, recording associated transactions, and payroll reporting.
Senior Payroll Manager
Bachelor's Degree in Accounting, Finance, or related field. Relevant experience may substitute for the education requirement on a year-for-year basis.
Certified Payroll Professional (CPP).
Three (3) years of supervisor or management experience.
Five (5) years of experience in all relevant multi-state payroll processing activities, data entry, timesheet certification, preparation of vouchers, compilation, and distribution.
Five (5) years of experience in all relevant post-processing payroll activities, including system maintenance, reviewing data entry, reconciliation, recording associated transactions, and payroll reporting.
Preferred Qualifications:
ADP and UKG systems payroll experience.
Certified Payroll Professional (CPP).
Experience with Sage Intacct.
Intermediate Microsoft Excel Level of Proficiency.
