Description
JOB SUMMARY
Executive Director serves as the chief operating officer of the homeowners’ association, responsible for carrying out Board direction, overseeing daily operations, and supporting the long-term success of the community. The role calls for strong knowledge of Florida Home Owner’s Association governance, sound judgment in land use matters, developing budgets and steady leadership across a multidisciplinary team, in addition to serving as a liaison between property owners, the Board and staff.
KEY RESPONSIBILITIES
Community Operations
- Oversee all day-to-day operations, including amenities, maintenance, vendors,
and administrative functions - Maintain high community standards to support property values and resident satisfaction
- Develop and implement operational plans aligned with the Board’s direction
- Prepare and present monthly status reports to the Board of Directors on association operations, ongoing projects, vendor performance, community concerns, and matters requiring board review or action
Legal & Governance (Florida HOA Law)
- Maintain working knowledge of Florida Statutes Chapter 617 & 720 and
governing documents - Ensure compliance with applicable laws, regulations, and association covenants
Coordinate with legal counsel on contracts, enforcement, and risk management
Land Use & Planning
- Provide guidance on land use, zoning, easements, and environmental matters
- Review and manage contractor proposals, vendor agreements, and property
use changes - Coordinate with architects, engineers, planners, and local agencies as needed
- Safeguard community assets, including green space, drainage systems,
and infrastructure
Financial Oversight
- Work with the Treasurer and staff to develop and manage the annual budget
- Oversee financial performance, reserves, and capital planning
- Monitor contracts, procurement, and expenditures to maintain fiscal discipline
Team Leadership & Management
- Lead and support staff across operations, maintenance, and administration
- Set clear expectations and reinforce professionalism and service standards
- Oversee hiring, training, and performance management
- Manage relationships with vendors and contractors
Resident & Community Relations
- Serve as a visible and accessible presence within the community
- Respond to resident concerns with professionalism and consistency
- Support community programs and engagement efforts
- Encourage a respectful and cohesive community environment
Working Conditions
- On-site within the community
- Availability for Board meetings, community events, and occasional after-hours needs
- Ability to respond to emergencies and time-sensitive issues

Requirements
Qualifications Required
- Bachelor’s degree in business administration, Public Administration, Real Estate,
or a related field - Minimum of 10+ years of senior management experience in HOA, community association, property management or government and/or non-profit management
- Strong understanding of Florida HOA governance and operations
- Knowledge of land use, zoning, and environmental considerations
- Demonstrated ability to lead teams and manage complex operations
- Professional certifications such as Certified Manager of Community Associations (CMCA), Association Management Specialist (AMS), or Professional Community Association Manager (PCAM) (via Community Associations Institute)
- Experience working with Boards of Directors
- Background in large-scale or master-planned communities
